You have a couple of choices...

• If you think it's a common problem, you should check the Netlib list of Frequently Asked Questions (FAQ).
  
• If there doesn't seem to be a section in the FAQ then you can look through the Netlib Discussion Forum to see if someone has already answered your question..(checked often for new posts)
  
• Alternatively, you can mail the Netlib Maintainers at netlib_maintainers@netlib.org.
